Quantum-Web
comparative analysis of Q2 2011 broadband tariffs
for 42 European countries reveals the latest retail
broadband tariffs structure and pricing policy adopted
by operators. Its most significant findings for
the Old Continent include:
• Broadband subscribers enjoy average monthly
discounts of 7% off the list price.
• Telecoms operators offer better deals on
double- and quad-plays than on triple–play
packages.
Mobile and fixed-line operators offer discounts
and promotions on recurring and non-recurring items.
The extent of their promotions varies according
to factors including bandwidth, access technology
and whether the services are offered on a bundled
or stand-alone basis. (Table 1)

At country
level Italian operators offer the highest discount
of any European providers, followed by those in
Romania and Spain.
By contrast operators in Belarus, Estonia, the Faroe
Islands, Iceland, Montenegro and Ukraine don’t
offer any discount on broadband packages. (Graph

Besides the
discount applied to broadband packages, the nominal
price of tariffs should be also considered in order
to make an unbiased judgment on the level of promotions
applied in each country.
Quantum-Web
also found that in Q2 2011 double-play (broadband
and voice or broadband and TV) and quad-play (broadband,
voice, TV and mobile broadband or voice) offers
tended to be better value for money than triple-play
packages. This held particularly true for packages
with broadband speeds of 16Mbps-24Mbps.
